Major changes to Canada's Post-Graduation Work Permit took effect March 11, 2025: 178 fields of study removed from eligibility, 119 added, language requirements applied to college graduates, and spousal open work permits restricted. Students must verify their field is still eligible.

Canada's Post-Graduation Work Permit (PGWP) is one of the most important bridges from international study to permanent residence. In early 2025, IRCC made sweeping changes to PGWP eligibility — changes that directly affect the immigration pathways of hundreds of thousands of students currently enrolled or planning to study in Canada.

Field of Study Changes (Effective March 11, 2025)

  • 178 fields of study removed from PGWP eligibility — including many agriculture, transportation, and some STEM programs
  • 119 fields added — concentrated in healthcare, social services, education, and skilled trades
  • 920 eligible fields now in total
  • College and applied-degree graduates now subject to the same PGWP field-of-study requirements as university graduates
  • Grandfathering protection: students who applied for a study permit before June 25, 2025, are exempt from the new field requirements

Language Requirements

New minimum language standards now apply to all PGWP applicants:

  • University graduates: CLB 7 (IELTS Academic 6.0 overall)
  • College graduates: CLB 5 (IELTS Academic 5.0 overall)
  • Doctoral students: fast-track processing launched November 6, 2025 — applications processed in as little as two weeks for online applications from outside Canada

Spousal and Family Work Permit Restrictions

  • Spousal open work permits for international students now restricted to partners of Master's students in programs of 16+ months (effective January 21, 2025)
  • Doctoral students' spouses retain open work permit eligibility
  • Spousal open work permits for temporary foreign workers restricted to spouses of TEER 0, 1, or qualifying TEER 2/3 occupations
  • Work hours during studies: capped at 24 hours/week (increased from 20 hours)

What to Do

If you are currently enrolled or planning to study in Canada, verify your field of study's PGWP eligibility before committing to a program. If your intended field was removed, consider switching to a qualifying program in healthcare, education, or trades — these fields have both PGWP eligibility and dedicated Express Entry draw categories, creating a far stronger pathway to PR.
