Can newcomers or non-permanent residents buy property in Canada?

Permanent residents can buy property the same as Canadian citizens — the federal Prohibition on the Purchase of Residential Property by Non-Canadians Act does not apply to PRs at all. If you're on a work permit or other temporary status, you may still be able to buy if you meet the conditions set out in the Act's regulations (for example, work-permit holders meeting specific work-history requirements). The ban's current sunset date is January 1, 2027, per the federal government's 2024 extension — confirm the current status before relying on this, since it has been extended before and could change again.

How much down payment do I need as a newcomer?

The standard federal minimum applies to newcomers the same as anyone else: 5% of the purchase price up to $500,000, and 10% on the portion between $500,000 and $1.5 million (properties above $1.5 million aren't eligible for CMHC-insured mortgages at all). What's different for newcomers is credit history — if you don't have a Canadian credit file yet, CMHC will consider an international credit report or a reference letter from your bank in your home country, alongside a minimum credit score of 600 for at least one applicant or guarantor.

Will I pay extra tax as a non-resident buyer in Ontario?

Ontario's Non-Resident Speculation Tax (NRST) is 25% of the purchase price for buyers who aren't Canadian citizens or permanent residents, on top of regular land transfer tax — and in Toronto specifically, an additional 10% municipal NRST applies on top of that. You're fully exempt if you're an Ontario Immigrant Nominee Program nominee, a protected person or Convention refugee, or the spouse of a citizen, PR, nominee or protected person. If none of those apply but you go on to become a permanent resident within four years of your purchase, you can apply for a full NRST rebate — but you must apply within 180 days of getting PR status, and missing that window forfeits the rebate.

Does buying property help my immigration application?

Not in most cases. Property ownership isn't a scored factor in Express Entry or the large majority of points-based permanent residence programs — buying a home doesn't add CRS points. In a small number of specific programs, or in discretionary reviews, it may be one relevant piece of context, but this depends entirely on which program you're applying under. Talk to your RCIC about your specific file before treating a property purchase as an immigration strategy rather than a housing decision.

Should I rent or buy while my PR application is still in progress?

There's no universal answer — it depends on your timeline, budget, and how settled your plans are. Renting keeps you flexible and avoids the non-resident tax exposure described above if your status hasn't changed yet. Buying can make sense if you're confident in your timeline and location, especially once you're closer to or already have PR status.
