No Canadian visa office is assigned to Türkiye. What matters is two police certificates with two different deadlines — most people get the wrong one wrong.
People preparing an Express Entry application from Türkiye usually start by asking the wrong question: which Canadian visa office handles applicants living here? There isn’t one. Express Entry does not assign your file to a country office at all — it is processed centrally, the same way whether you are writing from Ankara, Toronto or Dubai. The two things that actually depend on where you live are your biometrics appointment and your police certificates. Get those two right and location stops mattering.
What is and isn’t location-specific
Two things are tied to Türkiye specifically:
Everything else — the eligibility assessment, the document review, the final decision — is made centrally by IRCC officers, not by an office assigned to Türkiye. There is no jurisdiction to worry about.
- Biometrics. Fingerprints and a photo are given at a Visa Application Centre — Türkiye has one in Ankara and one in Istanbul, both operated by VFS Global under contract to the Canadian government. You book an appointment once IRCC asks for biometrics; the VAC cannot advise you on your application and has no say in the decision.
- Your Turkish police certificate — covered below, and it has a much stricter timing rule than people expect.
Two police certificates, two different deadlines
IRCC requires a police certificate for any country where you lived 6 or more consecutive months in a row, within the last 10 years, since you turned 18 — an officer can still ask further back in individual cases, but this is the standard rule. For Türkiye, that means once your residence there crosses six months, you need one — and for Iran, you need one covering your years there too. But the rule is not identical for both:
This is where people trip. They get the Turkish certificate early — while they are still gathering other documents — and by the time the rest of the application is ready, it has aged past the 6-month window and IRCC will not accept it. Get your Turkish certificate LAST, once everything else is ready to submit — not first.
- Iran (a past country of residence): the certificate must be issued after the last time you lived there for 6+ months in a row. There is no freshness requirement beyond that — IRCC does not ask for a recently dated Iranian certificate, only one dated after you left.
- Türkiye (your current country of residence): the rule is stricter. The certificate must be issued no more than 6 months before the date you submit your application.
Getting the Turkish certificate
Türkiye’s certificate is formally an archive-inclusive criminal record document. For a foreign resident holding a Yabancı Kimlik Numarası (foreigner ID number), it is typically obtainable through e-Devlet in minutes — the platform lets you select a foreign-country / apostille option that issues the certificate in English alongside Turkish, with an online-verifiable barcode. Where e-Devlet access isn’t available, it can be requested in person at a Cumhuriyet Başsavcılığı (public prosecutor’s office). Because of the 6-month freshness rule above, request it close to when you expect to submit — not when you first start assembling your file.
Getting the Iranian certificate
Iran calls this a Certificate of No Criminal Record. If you still lived there, you would apply in person at a police+10 center or online through the Sana system — but Sana explicitly does not work outside Iran, so neither option is open to you from Türkiye. From abroad, IRCC’s own instruction is direct: apply at your nearest Iranian embassy. You do not normally need to return to Iran to get this certificate.
Build in real time for this — consular processing from outside Iran commonly takes months rather than days, so start the Mikhak request as soon as you enter the Express Entry pool, not after an ITA arrives. Plan for translation too: the certificate comes back in Persian, and IRCC needs it submitted with an English or French translation that meets its own translation requirements, not the Persian original alone.
- The process runs through Mikhak (میخک), the Iranian Ministry of Foreign Affairs’ online consular portal for Iranians abroad — register your request there first, and you will get a tracking reference.
- From Mikhak, you are directed to the specific Iranian embassy or consulate that serves your location. Procedures vary between missions, so follow what your assigned mission tells you rather than a generic checklist.
- Have your Iranian identity documents ready, and expect fingerprinting or other identity verification if that mission asks for it.
Where this stops being our advice
Your Turkish residence permit — renewing it, its validity, anything about your status under Turkish law — is governed by Türkiye’s own immigration system, not Canada’s.
