IRCC's one-time In-Canada Workers Initiative has moved 11,300 of a 20,000 target to permanent residence by mid-2026 — who qualifies, and what's next.

You may have seen this described online as IRCC "launching" a new permanent residence pathway. That is not quite right, and the distinction matters: this program was announced in Budget 2025 and formally launched with an IRCC news release on May 4, 2026. What actually happened recently is a genuine mid-year progress update — IRCC released new admissions data on August 18, 2026 showing real movement toward the program's target. Here is what the In-Canada Workers Initiative actually is, who it covers, and how far it has gotten.

What is the In-Canada Workers Initiative?

It is a one-time federal measure, announced in Budget 2025, that accelerates permanent residence for up to 33,000 workers already living and working in Canada across 2026 and 2027. IRCC's target is at least 20,000 admissions in 2026, with the remainder in 2027. These admissions are counted on top of — not instead of — the government's regular 380,000 annual permanent residence target.

This is not a new application stream. IRCC is accelerating processing within its existing inventory of permanent residence applications — it is not opening a new intake or creating new eligibility from scratch.

Who qualifies?

Per IRCC's official criteria, eligible applicants must both:

  • Have already applied for permanent residence through one of five specific programs: the Provincial Nominee Program, the Atlantic Immigration Program, a community immigration pilot, a caregiver pilot, or the Agri-Food Pilot (the Agri-Food Pilot itself has concluded, but applications accepted before May 14, 2025 continue processing under this initiative)
  • Have been living in a smaller community in Canada for 2 years or more

If both apply to you, there is nothing to submit and nothing to request — IRCC selects eligible applicants directly from its existing inventory. If you applied through one of these programs but do not meet the community-residency criterion, or applied through a different program entirely, your application continues processing at its normal pace within existing levels space — you are not disadvantaged, you simply are not accelerated under this specific measure.

How much progress has IRCC actually made?

  • January 1 – February 28, 2026: 3,600 workers granted permanent residence under the initiative (per IRCC's May 4, 2026 news release)
  • As of June 30, 2026: 11,300 workers admitted — 57% of the way to the 2026 target of 20,000 (per IRCC data released August 18, 2026)

The bigger picture

This initiative runs alongside a separate one-time measure for 115,000 protected persons (46,000 targeted for 2026). Together, the two one-time initiatives push Canada's real 2026 permanent residence admissions target to 446,000, not the headline 380,000 figure most coverage cites. Both are explicitly framed by IRCC as part of a broader push to bring temporary resident numbers below 5% of Canada's population by the end of 2027 — this initiative is one mechanism for moving people already in Canada, with an existing application on file, out of temporary status and into permanent residence faster.
