British Columbia has opened a one-time provincial nomination pathway for cleaning and security workers employed by BC public health authorities in rural and remote communities. With only 250 nominations available and a hard August 31 deadline, eligible workers should act now.

British Columbia has quietly opened one of the more targeted provincial nomination opportunities of 2026. The BC Provincial Nominee Program is currently accepting registrations for its Temporary Rural or Remote Health Support Initiative โ a one-time pathway specifically created to support workers who are already on the ground keeping rural BC health facilities running. The initiative opened June 15, 2026 and will close on August 31, 2026. Up to 250 candidates will be nominated, with first invitations expected within the coming weeks. Given the hard nomination cap and the level of interest this type of targeted initiative typically generates, candidates with eligible employment should treat this as urgent.
Who This Initiative Is For
The initiative has a narrow but clear target. To be eligible you must meet all of the following conditions:
- You are currently employed by a British Columbia public health authority โ this means one of BC's officially designated regional health authorities (Fraser Health, Interior Health, Island Health, Northern Health, Vancouver Coastal Health, or Provincial Health Services Authority)
- Your role is in cleaning or security โ specifically, your job must fall under one of three eligible NOC groups (see below)
- You are working in a rural or remote community โ Metro Vancouver, the Central Okanagan Regional District, and most of the Capital Regional District are explicitly excluded (see geographic restrictions below)
- You are registered through the BC PNP Skills Immigration Expression of Interest (EOI) system
The Three Eligible NOC Groups
BC PNP has designated exactly three National Occupational Classification groups as eligible under this initiative:
- NOC 65312 โ Janitors, caretakers and heavy-duty cleaners: This covers workers who clean and maintain building interiors, operate industrial cleaning equipment, and perform maintenance tasks in facilities including hospitals and health centres
- NOC 65310 โ Light duty cleaners: This covers workers who perform cleaning duties such as sweeping, mopping, dusting, and sanitizing in health facilities, residential care homes, and similar settings
- NOC 64410 โ Security guards and related security service occupations: This covers security personnel who control access, patrol facilities, monitor surveillance, and respond to incidents at health authority buildings
Geographic Restrictions: Where This Initiative Does NOT Apply
The initiative is explicitly designed for rural and remote British Columbia, not the province's major urban centres. The following areas are ineligible:
- Metro Vancouver (the Metro Vancouver Regional District) โ this includes Vancouver, Burnaby, Surrey, Richmond, Coquitlam, Delta, Langley, and surrounding municipalities
- The Central Okanagan Regional District โ this includes Kelowna and surrounding communities
- Most of the Capital Regional District โ this includes Victoria and the core of Vancouver Island's southern tip
- Exception: certain Gulf Islands communities within the Capital Regional District may be eligible โ check with the BC PNP directly if you are working on a Gulf Island
How to Register: The BC PNP Skills Immigration EOI System
Registrations are submitted through the BC PNP Skills Immigration Expression of Interest system โ the same platform used for BC PNP's other Skills Immigration streams. This is a two-stage process: first you submit an EOI profile with your information, and then BC PNP issues invitations to candidates who meet the criteria. The initiative falls under BC PNP's broader Skills Immigration category. If you already have an active EOI profile in the BC PNP system, you should review your profile to ensure your current employment details are accurately captured. If you have not yet registered, you must create a new EOI profile. There is no special application form โ the initiative draws from the existing EOI pool, so being registered with accurate and complete information is essential before invitations go out.
The Hard Cap: Why 250 Matters
Unlike ongoing streams that invite candidates in regular rounds, this is a one-time initiative with a fixed total of 250 nominations across all eligible applicants in BC. Once 250 nominations are issued, the initiative is over โ regardless of whether the August 31 deadline has passed. Given that rural health authorities across a large province employ thousands of cleaning and security workers, and that BC PNP nomination pathways have historically attracted high registration volumes, 250 spots could fill quickly once invitations begin. The advice here is straightforward: if you are eligible, do not wait. Prepare your supporting documentation โ proof of employment with the health authority, confirmation of your NOC code, evidence of your work location, and your immigration status documents โ and register as early as possible. A late registration in July or August carries meaningful risk that invitations will have already been issued to the 250 eligible candidates.
What a BC PNP Nomination Means for Your Permanent Residence
A provincial nomination from BC PNP is one of the faster pathways to Canadian permanent residence. Once nominated, you apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence through the Provincial Nominee Program (PNP). If you are in the Express Entry system, a provincial nomination adds 600 Comprehensive Ranking System (CRS) points to your profile โ which in practice guarantees an Invitation to Apply (ITA) for permanent residence in the next Express Entry draw. If you apply outside Express Entry (paper-based PNP), processing times are longer but the pathway to PR remains direct. Either way, a BC PNP nomination is a significant milestone on the road to permanent residence in Canada.
If you or someone you know works in a BC rural health facility in a cleaning or security role, this initiative represents a rare, time-sensitive opportunity for provincial nomination. We can help you confirm eligibility, review your NOC classification, prepare your EOI profile, and build your documentation package before invitations are issued.
