Latvia offers four separate ways into EU and Schengen residency — from a €50,000 business stake to a €280,000 bank deposit — and they are nowhere near equivalent in risk, effort, or what you get back at the end. We break down the real trade-offs between all four routes, and flag a pending 2027 reform that could remove three of them.

Latvia is one of the few EU countries where you can still buy your way into full Schengen residency for €50,000 — a fraction of what Portugal, Greece, or Italy require. But that headline number hides the real decision most applicants get wrong: Latvia does not offer one investment route, it offers four, and they are built on completely different logic. One ties your residency to a company's tax bill. One locks your money in a bank for five years and gives it back untouched. One buys you a physical asset in Riga. And a legislative reform now under review in Latvia's Parliament could remove three of the four by 2027. Below, we compare all four on the terms that actually matter — cost, effort, risk, and what you're left holding after five years — plus how each one connects to permanent residence and citizenship.

The Four Routes at a Glance

Every route leads to the same 5-year temporary residence permit, the same annual re-registration visit to keep it valid, and the same path to permanent residence and citizenship (more on that below). What differs is the investment itself:

  • 🏠 Real Estate — from €250,000, plus a 5% state duty (~€12,500). The property must have a cadastral value of at least €80,000. The most passive route: no company to run, no annual tax quota to hit.
  • 🏢 Business Investment — from €50,000 (small enterprise, under 50 employees and €10M turnover) or €100,000 (larger enterprise), plus a €10,000 state fee. The cheapest entry point by a wide margin — but the company must pay at least €40,000/year in taxes to keep your permit valid.
  • 🏦 Bank Deposit — €280,000, plus a €25,000 state fee. A 5-year fixed-term deposit with a Latvian credit institution. Fully passive, fully refundable at term.
  • 📄 Government Bonds — €250,000, plus a €38,000 state fee. Held for a minimum of 5 years, backed by the Latvian government.

The €50,000 Business Route: Cheapest Entry, Real Strings Attached

The business investment route gets the most attention because it's the lowest six-figure — actually five-figure — entry point into an EU Golden Visa anywhere on the continent. But "cheapest" and "easiest" are not the same thing. Your residency is tied to a Latvian company's performance, not to your own capital sitting untouched. If that company's headcount drops below the threshold, its turnover falls, or — critically — it fails to pay at least €40,000 in taxes in any given year, your permit can be revoked. Most applicants take this route one of two ways: investing as a silent partner in an established, already tax-compliant Latvian business, or launching or buying a company themselves and actively ensuring it generates enough real activity to hit the tax quota. Either way, expect the government fee (€10,000) plus legal, translation, and due-diligence costs on top of the €50,000 itself — realistically closer to €60,000–€65,000 all-in — and expect Latvian banks and OCMA to scrutinize your source of funds and the company's legitimacy closely. A share buy-back clause in your investment contract is essential if your plan is to recover the €50,000 at the end of your 5-year term.

The business route is the cheapest way in — but it's the only one of the four where your residency depends on someone else's balance sheet, not your own money sitting still.

The €280,000 Bank Deposit: The Fully Passive Alternative

At more than five times the cost of the business route, the bank deposit exists for investors who want the opposite trade-off entirely: zero operational risk. You place €280,000 into a 5-year fixed-term deposit with a Latvian credit institution, pay the €25,000 state fee, and that's the entire commitment. There is no company to monitor, no annual tax threshold to worry about, and no risk that a third party's bad year cancels your residency. Annual renewal is a formality — you show a bank statement confirming the deposit is intact, not years of corporate tax filings. The trade-off is capital: you need more than five times the cash of the business route, and it's locked for the full five years (though it remains fully your money, and subordinated bank deposits of this kind can pay modest annual interest).

The €250,000 Real Estate Route: A Tangible Asset in Riga

Real estate sits in the middle: same headline price as government bonds, but you walk away with a physical, appreciating asset rather than a paper instrument. Buy qualifying residential or commercial property (cadastral value €80,000+) and pay the 5% state duty. Ownership is straightforward to explain to a bank or an immigration officer, the property can generate rental income while you hold it, and it can be sold on the open market once your residency timeline no longer requires holding it. It is far more passive than the business route (no operational tax quota to hit) but does involve the ordinary responsibilities of owning property abroad — maintenance, local taxes, and eventually finding a buyer.

The €250,000 Government Bonds Route: Same Price as Real Estate, Different Risk Profile

Government bonds sit at the same €250,000 entry point as real estate but carry a much higher state fee (€38,000 vs. real estate's ~€12,500) and no physical asset at the end — just a financial instrument backed by the Latvian state, held for a minimum of five years. It's a reasonable choice for investors who want government-backed security without property management, but at this price point most applicants we work with choose real estate instead, purely because the lower state fee and the tangible, sellable asset make more sense for the same headline investment.

Same Rules for Everyone: Maintenance, Permanent Residence, and Citizenship

Whichever route you choose, what happens after approval is identical. Keeping the temporary permit valid requires no minimum stay — just one visit to Latvia per year to re-register. Permanent residence, available after 5 years, is a different story: it requires near-continuous physical presence (roughly 183 days/year for at least 4 of those 5 years), plus an A2-level Latvian language test. Citizenship follows after 10 years total (5 temporary + 5 permanent), maintaining that same presence throughout, plus language and Constitution/history/anthem exams. Latvia only permits dual citizenship with NATO/EU/EFTA members and a short list of others (including Australia, New Zealand, and Brazil) — applicants from elsewhere must renounce their prior citizenship to naturalize.

⚠️ Why Timing Matters Now: A Pending 2027 Reform

An amendment currently before Latvia's Parliament, if passed, would remove the real estate, bank deposit, and government bonds routes entirely from 1 January 2027 — leaving only the business investment route (plus a possible new investment-fund route at €150,000). The amendment has not yet been approved; Parliament is expected to reconsider it in November 2026. Applications submitted before any new law takes effect are expected to remain grandfathered under the current rules. In practical terms: if the real estate, bank deposit, or bonds route is the one that fits your risk tolerance, the window to lock in current terms is narrowing, not widening.

If real estate, the bank deposit, or bonds is your preferred route, the current rules are not guaranteed to last past 2026 — confirm your timeline with an advisor before assuming you have until 2027 to decide.

Which Route Actually Fits You?

There's no universally "best" option — only the one that matches how much cash you have, how much operational involvement you want, and what you want to be holding in five years.

  • Want the lowest entry price and are comfortable actively managing (or vetting) a business? → €50,000 Business Investment.
  • Want zero operational risk and don't mind locking up more capital? → €280,000 Bank Deposit.
  • Want a tangible asset that can earn rental income and be resold? → €250,000 Real Estate.
  • Want government-backed security and don't need a physical asset? → €250,000 Government Bonds (though most investors at this price point choose real estate instead).
