Which Healthcare Occupations Qualify?
The exemption applies only to three specific NOC codes. The principal worker — the person already in Canada on a work permit — must be employed in one of these regulated healthcare roles:
- NOC 31301 — Registered Nurses and Registered Psychiatric Nurses
- NOC 32103 — Respiratory Therapists, Clinical Perfusionists, and Cardiopulmonary Technologists
- NOC 32120 — Medical Laboratory Technologists
The Quebec Credential Recognition Requirement
Being in one of the above occupations is necessary but not sufficient on its own. The principal worker must also be admitted into one of three Quebec provincial credential recognition initiatives. These projects are run jointly by three Quebec ministries — MIFI (immigration), MSSS (health and social services), and MES (education and higher education). The clearest evidence that this requirement is met is a Quebec selection letter signed by representatives of all three ministries confirming the principal worker's admission into one of the qualifying projects.
How to Apply — The Code You Must Use
Eligible spouses apply using the standard work permit application (form C41), but with one specific addition that flags the application correctly:
- In the "Job Title" field on the application form, enter the code: CONJOINTSANTQC
- In the "Brief Description of Duties" field, also enter: CONJOINTSANTQC
- Attach the principal worker's Quebec selection letter signed by all three ministries (MIFI, MSSS, MES)
- Ensure the principal worker's work permit is currently valid — even if it is valid for less than 16 months
