Quebec's reopened PEQ accepts applications in Arrima until October 31, 2026, for graduates and workers who qualified by November 19, 2025.
The application period for Quebec's reopened Programme de l'expérience québécoise (PEQ) runs from July 2 to October 31, 2026, according to the Quebec immigration ministry's application page. Both streams, Quebec Graduates and Temporary Foreign Workers, are covered, and eligibility is measured at a fixed reference date: November 19, 2025. Quebec has not announced another intake after October 31.
Who can apply before October 31
The ministry lists these conditions, each assessed as of November 19, 2025:
- Quebec Graduates: held, as of November 19, 2025, a qualifying Quebec diploma of at least 1,800 hours: a bachelor's, master's or doctorate, a technical DEC, or a DEP (alone or followed by an ASP).
- Temporary Foreign Workers: had, as of November 19, 2025, at least two years of Quebec work experience in an occupation in NOC TEER category 0, 1, 2 or 3.
- All other program conditions, including French, are the same as before each stream was suspended. Check the ministry's French-knowledge page for your stream rather than relying on summaries.
How to apply and what it costs
Applications are submitted only through Quebec's Arrima platform: complete parts 1 and 2 of the form for your stream (versions dated 2026-06, 2026-07 and 2026-09 are accepted), scan supporting documents in colour as PDF, upload, pay and submit. Fees from January 1, 2026:
| Applicant | Fee (CAD) |
|---|---|
| Principal applicant | $940 |
| Spouse or partner | $201 |
| Each dependent child | $201 |
Fees are paid by credit card in Arrima and are not refundable, even if the application is refused or rejected.
What this does not change
A PEQ application leads to a Quebec Selection Certificate (CSQ), not permanent residence. After a CSQ, you still apply to IRCC for PR, with separate federal requirements and processing. If you met the conditions only after November 19, 2025, this intake does not cover you.
Volume and politics
CIC News reported on October 20 that an access-to-information response showed about 12,364 PEQ applications in July and August alone, above the government's earlier estimate for the whole window; we have not confirmed that figure on a government page. Quebec also has an incoming Parti Québécois government, and its immigration plans are not yet policy. See what the PQ win could mean for PEQ and PSTQ.
What to do next
If you qualified by November 19, 2025, gather your diploma or work-experience evidence and French results now, and submit in Arrima before the October 31 cut-off; leave time for upload problems. Background: Quebec reopens the PEQ for two years. Unsure which stream fits, or whether PSTQ suits you better? Book a consultation.
