Closed or paused in 2026 — beware of anyone still selling these:
- Federal Start-Up Visa — closed to new applications since Jan 1, 2026
- Federal Self-Employed Persons Program — closed
- Saskatchewan SINP Entrepreneur — permanently closed (March 2025)
- PEI Business Impact — not issuing invitations (de facto paused)
- Ontario OINP Entrepreneur Stream — intake suspended since Dec 2023, formally closed Nov 2024
Expected soon: IRCC has signaled a replacement "Entrepreneur Pilot" for high-impact founders to follow the closed Start-Up Visa, targeted for launch sometime in 2026 — no confirmed date or eligibility criteria have been published yet. We are tracking the announcement and will update this guide the moment applications open.
Also watch: as part of its 2026 PNP redesign, Ontario has named a redesigned Entrepreneur stream as a "Phase 2" priority — specifically aimed at buyers taking over existing Ontario businesses (including in rural communities with aging owners looking to sell, like the ones below). No launch date or eligibility criteria are confirmed yet; expected later in 2026 or early 2027. Until then, Ontario opportunities qualify through the C11 owner-operator work-permit route only.
