Saskatchewan SINP 2026: Which Streams Are Really Open, and Do You Qualify?

Trang chủ/Blog/Saskatchewan SINP 2026: Which Streams Are Really Open, and Do You Qualify?

Saskatchewan rewrote the SINP for 2026: sector caps, a new Employer Position Assessment and tighter rules for students and open work permits. An RCIC explains each open stream, who qualifies, what is actually accepting applications, and how to get ready.

Saskatchewan did not tweak its nominee program this year. It rebuilt it. The Saskatchewan Immigrant Nominee Program (SINP), the province's PNP and still one of the few provincial routes open to applicants outside Canada, now allocates nominations by sector, runs on a new employer approval called the Employer Position Assessment, and has closed its doors to several groups who could apply a year ago. I have spent the past weeks going through every open sub-category on the province's own pages, because the questions I get from clients are always the same three: which streams are actually taking applications, do I fit one of them, and what should I be doing now. This article answers those three questions in that order, and each section links to the official page it is based on.

What changed in 2026

Eight worker sub-categories are open, in two categories: International Skilled Worker and Saskatchewan Experience. Around them, the province changed the rules of the game:

  • Nominations are allocated by sector. At least half go to seven priority sectors: health care, agriculture, skilled trades, mining, manufacturing, energy and technology. At most a quarter go to three capped sectors: accommodation and food services (15%), trucking (5%) and retail trade (5%). The rest is for everyone else.
  • 750 nominations are reserved for Saskatchewan graduates working in priority sectors.
  • Capped sectors have intake windows and a timing rule. Employers in those sectors can only submit during scheduled windows, and only for a current employee with six months or less left on their work permit.
  • The Employer Position Assessment (EPA) replaced the Job Approval Letter on April 23, 2026. Capped-sector employers name their current employees when they submit. Other employers may submit first and name a candidate within 60 days of approval. Once you are named, you have 10 days to confirm and the EPA's 60-day validity to apply.
  • Spousal open work permit holders cannot use the Existing Work Permit sub-category any more. They may still qualify under the three Talent Pathways and the Employment Offer sub-category, which needs six months with the employer in their case. Post-graduation work permit holders are limited to the Students sub-category, the three Talent Pathways and the Employment Offer sub-category, and the Students sub-category is now only for graduates of Saskatchewan institutions.
  • Priority sectors are open from overseas, year-round. The federal condition from 2025 that most nominees already be in Canada does not apply in 2026.
  • The Entrepreneur and Farm Owner and Operator categories closed to new applications on March 27, 2025 and have not reopened. This article is about workers only.

Three questions before you read the table

  • Do you have a Saskatchewan employer? Six of the eight streams need a permanent, full-time offer approved through an EPA. The two that do not are not issuing invitations at the moment.
  • What permit are you on? A spousal open work permit rules out the Existing Work Permit stream; a post-graduation work permit rules it out too and limits you to Students, the Talent Pathways and Employment Offer; a study permit only works under Students with a priority-sector offer.
  • What sector is your employer in? Accommodation and food services, retail and trucking can only submit in intake windows, and the last one listed for 2026 was in September. Everyone else can submit any time.

The open streams at a glance

Every open sub-category needs either a Saskatchewan job offer approved through an EPA, or an Expression of Interest for the two streams that do not require an offer. The fee for a full application is $500, non-refundable.

International Skilled Worker: Employment Offer

This is the main door for a skilled worker who has found a Saskatchewan employer, whether they are in Canada or abroad. You need a permanent, full-time offer in a TEER 0, 1, 2 or 3 occupation, with wages and conditions that meet Canadian standards, and the job must be approved by SINP through an EPA before you apply. On your side: at least 60 points on the province's 110-point grid, a language result of CLB 4 or better, at least one year (1,560 hours) of paid work in your intended occupation in the past ten years, and eligibility for licensing if your occupation needs a professional licence in Saskatchewan. Foreign education counts only with an educational credential assessment. If you hold a post-graduation work permit or a spousal open work permit, there is one more condition: on top of the one year, you must have worked at least six months in that occupation for the employer who is offering you the permanent job, and if you have lost status, those six months must be the ones immediately before you apply. Two groups must use a different stream: truck drivers go through the Existing Work Permit sub-category, and health occupations in NOC category 3 go through the Health Talent Pathway or the Students sub-category. Official criteria: Employment Offer page.

Occupation In-Demand and Saskatchewan Express Entry

These are the only two streams that do not need a job offer, and they work by Expression of Interest: you register, you are scored on the same 110-point grid, and you wait for an invitation. Both ask for at least 60 points, post-secondary education comparable to at least one year in Canada, an occupation that is not on SINP's Excluded Occupation List, licensing eligibility where it applies, and settlement funds: the minimum amount for your family size, held for at least three months before you submit and kept throughout the process, with a settlement plan attached to the application. Occupation In-Demand needs CLB 4 and one year of skilled experience in the past ten years. Saskatchewan Express Entry needs an active federal Express Entry profile and the federal language levels, with experience of one year in the past ten for most occupations, two years in the past five for trades, or one year in the past three for Canadian Experience Class candidates. A nomination through this stream adds 600 points to your CRS score. Official criteria: Occupation In-Demand and Saskatchewan Express Entry.

Be careful here. SINP's Expression of Interest page says there are no scheduled draws at this time, and the province's own selection results document, still stamped September 12, 2024, records no invitation round for these two streams since that day (32 invitations for Occupations In-Demand and 57 for Express Entry, both at 88 points). The pages are open and you can register, but as of October 25, 2026 nobody can tell you when, or whether, invitations will resume. I do not let a client build a plan on these two streams alone.

Health Talent Pathway

Open to about 40 health occupations, from physicians (NOC 31102), registered nurses (31301), pharmacists (31120) and dentists to technologists, assistants and home support workers (44101, but not live-in caregivers). You need a job offer approved through an EPA and post-secondary education related to the job, meaning a degree or a diploma of at least two years. For five support occupations (medical laboratory assistants 33101, nurse aides and orderlies 33102, pharmacy assistants 33103, other assisting occupations in health services 33109, and home support workers 44101) the province also accepts an unrelated programme of at least two years, or a related programme of at least one year combined with two years of experience in the occupation in the past five years. Experience: if you are already in Saskatchewan, six months (780 hours) in the job with the employer supporting you; if you are applying from outside the province, one year in the same occupation in the past five years; through Express Entry, one year of related experience in the past five years. Language is CLB 5, or CLB 7 if you apply through Express Entry, and the test must be less than two years old. Experience earned remotely from outside Saskatchewan does not count, and regulated professions must be on track with their Saskatchewan licensing body. Spousal open work permit holders can use this pathway if they meet the criteria above. Official criteria: Health Talent Pathway page.

Agriculture Talent Pathway

This is the pathway that reaches lowest on the skill ladder, and it has two tiers. Four occupations qualify with any Saskatchewan employer: specialized livestock workers and farm machinery operators (NOC 84120), livestock labourers (85100), harvesting labourers (85101) and nursery and greenhouse labourers (85103). Seven more qualify only when the employer operates in an eligible industry, meaning agriculture, food manufacturing, agricultural machinery manufacturing, farm product wholesaling or grain and field-bean storage (NAICS 11, 311, 33311, 411 or 49313): storekeepers and partspersons (14401), material handlers (75101), process control and machine operators in food and beverage processing (94140), industrial butchers and meat cutters (94141), testers and graders in food and beverage processing (94143), mechanical assemblers and inspectors (94204) and labourers in food and beverage processing (95106). A mechanical assembler at a furniture plant is not eligible; the same job at a farm-equipment manufacturer is. The bar is high school education, CLB 4, and either one year of full-time experience in the past three years or six months (780 hours) with the supporting employer. An EPA is required and remote work experience is not considered. Spousal open work permit holders can use this pathway if they meet these criteria. Official criteria: Agriculture Talent Pathway page.

Innovation and Tech Talent Pathway

Thirty-two occupations, including software engineers, software developers, data scientists, cybersecurity specialists, computer and information systems managers, several engineering specialties, chemists, geoscientists, biologists and a group of technologist and technician roles. You need a permanent, full-time offer in the sector with an EPA, a degree or a diploma of at least two years, and one year of related high-skilled experience in the past five years, or six months (780 hours) with the supporting employer. Language depends on your situation: if you already work for the supporting employer, you meet the language requirement your employer set in the job offer; if you do not, CLB 5 or higher; through Express Entry, the federal levels with a test under two years old. An Express Entry profile is welcome but not required, and spousal open work permit holders can use this pathway. Official criteria: Innovation and Tech Talent Pathway page.

Saskatchewan Experience: Existing Work Permit

For people already working in Saskatchewan. You must have at least six consecutive months (780 hours) of full-time work in the job with the employer who is offering you the permanent position, earned under a valid work permit, plus an EPA. Consecutive is the province's word: leave of more than six weeks counts as a break. The job must be TEER 0 to 3 or a designated trade, unless your permit was issued under the Canada-Ukraine authorization, an LMIA or Francophone Mobility, in which case TEER 4 and 5 jobs also qualify (with CLB 4). Truck drivers (NOC 73300) can only apply on one of those three permit types. Two groups are excluded outright: spousal open work permit holders and post-graduation work permit holders. If your employer is in a capped sector, the intake windows and the six-month timing rule described below apply to you. Official criteria: Existing Work Permit page.

Saskatchewan Experience: Students

Now reserved for graduates of a Saskatchewan designated learning institution with a certificate, diploma or degree. You need a post-graduation work permit, a study permit or a Canada-Ukraine open work permit; if you are still on a study permit, your job offer must be in a priority sector. You also need six months (780 hours) of paid work in Saskatchewan related to your field of study, which may be with more than one employer and does not have to be full-time or consecutive (on-campus, off-campus, co-op and post-graduation work permit employment all count), and a permanent, full-time offer in that field in a TEER 0 to 3 occupation or a designated trade, approved through an EPA. CLB 4 is required when the job is a designated trade at TEER 4 or 5. The 750 reserved nominations for Saskatchewan graduates in priority sectors sit inside this picture. Graduates of institutions in other provinces, even with six months of Saskatchewan work, no longer qualify under Saskatchewan Experience; their options are the Talent Pathways or the Employment Offer sub-category, with its six-month condition for post-graduation permit holders. Official criteria: Students page.

The Employer Position Assessment, step by step

Since April 23, 2026 there is no separate job approval letter. The sequence is now:

  • The employer registers in OASIS, SINP's online portal, and submits an EPA describing the job. Employers in the capped sectors must name current employees on it, up to three per EPA, and only during an intake window. Employers in every other sector may name candidates at submission, up to ten current employees plus candidates from abroad, or submit first and identify a candidate within 60 calendar days of approval, after which the approval lapses.
  • SINP assesses the position. The province's goal is six weeks; in the third quarter of 2026 the average was four.
  • You validate within 10 days. An approved EPA is valid for 60 calendar days from the date of approval. Once you are named and notified, you must log in to your own OASIS account and confirm the details within the first 10 calendar days, or the file is closed.
  • You apply within the EPA's validity, with the $500 fee and complete documents. Incomplete files can be closed without a refund. These clocks run from the EPA approval and your notification, not from the day the employer agreed to hire you.
  • SINP decides. For the job-offer streams, the third-quarter 2026 processing time was two weeks. That is a historical figure, not a promise.
  • You apply to IRCC for permanent residence with the nomination. If you are in Express Entry, the nomination adds 600 CRS points. Our provincial nominee guide explains that stage.

Capped sectors: the rules that trip people up

If your employer's business is accommodation and food services, retail trade, or trucking, the sector is decided by the employer's industry code (NAICS 72, 44 and 45, 48 and 49), not by your job title. Your employer can only submit an EPA inside an intake window, only for current employees, and only if you have six months or less left on your work permit. Unused job approval letters from 2025 in these sectors were cancelled before the first 2026 window. In January the province announced six windows for 2026, in January, March, May, July, September and November. Its statistics page records five intakes, the last on September 14 and 15 with 550 positions, and lists no November intake; reports of the September intake said it was the final one of 2026, with the spaces planned for November moved forward, though I have not found that statement on an official page. By the last published update the capped sectors had used 88% of their 2026 spaces. As of October 25, 2026, no further capped-sector intake is listed for this year, so plan for the 2027 schedule and watch SINP's announcements. And do not let anyone talk you into reporting a different industry code to get around the cap: the province treats that as a program integrity violation.

Who should look elsewhere

Being honest about this saves people money. In 2026, SINP is unlikely to be the right plan if:

  • You hold a spousal open work permit and you have neither a Talent Pathway job nor an Employment Offer job where you have already worked six months for that employer.
  • You hold a post-graduation work permit from an institution outside Saskatchewan and you have neither a Talent Pathway job nor an Employment Offer job with six months already worked for that employer.
  • Your work for a Saskatchewan employer is done remotely from outside the province.
  • Your occupation is on SINP's Excluded Occupation List, or you would need a licence you cannot obtain.
  • You have no job offer and your only route is Occupation In-Demand or Saskatchewan Express Entry, which have not issued invitations since September 2024.
  • Your employer is in a capped sector and your permit runs out before the next intake window.
  • You wanted to buy or start a business or farm as a route to nomination. Those categories closed in March 2025.

How to prepare: my checklist

SINP in 2026 is an employer-led program. Everything below is about being ready on the day you are named on an approved EPA, because from that day you have 10 days to validate and 60 days in total to apply.

  • Classify yourself correctly. Find your NOC code by duties, not title, with our NOC finder, and find out your employer's NAICS sector. Together they decide your sub-category, your intake rules and your timing.
  • Book the language test now. CLB 4 for most streams, CLB 5 for the Health pathway and for Tech applicants not yet working for the employer, CLB 7 for Health through Express Entry. The result must be under two years old when you apply, and on the points grid a CLB 8 in your first language is worth 20 points.
  • Order your educational credential assessment. It takes weeks and every stream that claims education points needs it for foreign credentials.
  • Score yourself on the 110-point grid. Education, experience, language, age and your Saskatchewan connection. Sixty is the floor; the job offer itself is 30 points under Employment Offer.
  • Build the proof of your 780 hours. Pay slips, tax slips and a reference letter that states duties, hours, wage and dates, all consistent with each other. For Existing Work Permit the months must be consecutive; for Students they need not be. Remote work does not count.
  • Prepare the employer, not just yourself. Most refusals I see start on the employer side: no OASIS account, an offer letter missing duties or wage, or a position that is not genuinely permanent and full-time. Walk them through what the EPA needs before they submit.
  • Watch your permit calendar, and do not count on SINP to extend it. An SINP application does not extend your work authorization. In a capped sector you can only be put forward in the last six months of your permit, so look at whether an extension is possible before that window and keep your status valid throughout. In a priority sector, apply as soon as you qualify.
  • Start the licensing process early if you are in health care or a regulated trade. SINP asks for eligibility, and regulators take months.
  • Settlement funds, if you use Occupation In-Demand or Saskatchewan Express Entry: hold the minimum amount for your family size for at least three months before you submit, keep it throughout the process, and prepare the settlement plan the province asks for.
  • Create an Express Entry profile if you are eligible. A nomination is worth 600 points there, and IRCC's published processing times for Express Entry nominees are usually shorter than for the non-Express Entry stream.
  • Never pay for a job offer. An offer that was bought is not a genuine one, and the province checks wages, working conditions and the employer's ability to deliver the job.

My view

The 2026 design is harder for people outside Canada without an employer, and harder for spouses and graduates from other provinces. It is also clearer than it was: if you are in a priority sector with a genuine offer, the path is open all year, from anywhere, with a two-week provincial decision at the last count. The candidates I see succeed are the ones who treat the job search as the application, and have every document ready before the employer presses submit.

This article reflects the Government of Saskatchewan's published information as of October 25, 2026 and my own professional opinion. It is general information, not advice for your situation, and the province can change any of these rules without notice. ITC iLand is not a government body. The official criteria are on the SINP program pages. For the programme overview and our help, see our Saskatchewan SINP guide.

Câu hỏi thường gặp

Is the Saskatchewan SINP open in 2026?

Yes, for eight worker sub-categories in two categories, International Skilled Worker and Saskatchewan Experience. Six of them need a permanent, full-time Saskatchewan job offer approved through an Employer Position Assessment. The two that do not, Occupation In-Demand and Saskatchewan Express Entry, work by Expression of Interest, and SINP says there are no scheduled draws; its own results document records no invitation round since September 12, 2024. The Entrepreneur and Farm Owner and Operator categories have been closed to new applications since March 27, 2025.

Do I need a job offer for the SINP?

For six of the eight open streams, yes: Employment Offer, the Health, Agriculture and Innovation and Tech Talent Pathways, Existing Work Permit and Students all require a permanent, full-time offer from a Saskatchewan employer, approved by SINP through an Employer Position Assessment before you apply. Occupation In-Demand and Saskatchewan Express Entry do not require an offer, but as of October 25, 2026 they are not issuing invitations.

Can spousal open work permit holders apply to the SINP in 2026?

Not under the Existing Work Permit sub-category, which excludes spousal open work permit holders and post-graduation work permit holders. The province says they may be eligible under the Health, Agriculture and Innovation and Tech Talent Pathways and under Employment Offer, where they must also have worked at least six months in the occupation for the employer offering the permanent job. Extra proof of Saskatchewan residence may be requested.

What is the SINP Employer Position Assessment (EPA)?

The employer approval that replaced the Job Approval Letter on April 23, 2026. The employer submits it in SINP's OASIS portal; employers in the capped sectors (accommodation and food services, retail, trucking) must name current employees, up to three per EPA, and only during an intake window, while other employers may submit first and name a candidate within 60 days of approval. An approved EPA is valid for 60 calendar days; the named worker must validate it in OASIS within 10 days and apply before it expires.

How much does an SINP application cost and how long does it take?

The application fee is $500 CAD, non-refundable. For July to September 2026 the province reported a two-week processing time for the job-offer streams and about four weeks for an Employer Position Assessment, against a six-week goal. Those are historical figures for completed files, not a guaranteed timeline, and the federal permanent residence stage with IRCC comes after the nomination.

How many nominations does Saskatchewan have in 2026?

5,261 for 2026, up from the initial 4,761. At the province's last quarterly update, 4,023 had been issued (76%). At least half of the allocation is reserved for seven priority sectors (health care, agriculture, skilled trades, mining, manufacturing, energy and technology), at most a quarter for the three capped sectors, and 750 spaces for Saskatchewan post-secondary graduates in priority sectors.
