IRCC data for January to July 2026: PR admissions down about 10% overall, Iran up 31.6%, India down 22.4%, Vietnam flat. What the numbers do and do not say.
IRCC's monthly open data, last updated September 15, 2026, shows about 222,000 people were admitted as permanent residents between January and July 2026, down 9.7% from about 246,000 in the same months of 2025. The picture differs a lot by country: admissions of Iranian citizens rose 31.6% (from about 4,175 to 5,495), Indian citizens fell 22.4% (from about 68,690 to 53,285), and Vietnamese citizens were roughly flat (from about 2,650 to 2,715). These are counts of people who became permanent residents, not approval rates, and the data does not explain the reasons behind the changes.
What the data shows
We recomputed these figures ourselves from IRCC's "Permanent Residents by Country of Citizenship" file, comparing January to July 2026 with January to July 2025:

How to read it
A few cautions keep these numbers in perspective:
- Admissions are people who landed as permanent residents, which reflects applications approved months or years earlier. It is not the number of new applications and not a success rate for any nationality.
- IRCC rounds each figure to the nearest 5 and states the data is not for calculations. Our totals add the rounded values and leave out cells IRCC suppresses for privacy, so treat every number as approximate.
- Seven months is a short window. A rise or fall over this period does not show a trend, and the data gives no reason for the differences.
What it does not change
None of this changes how anyone qualifies. Eligibility, scoring and processing for each program are set by the program rules, not by the number of admissions from a country last year.
A higher admission count for your country does not make an application easier or faster. Each application is assessed on its own merits.
