Study in Canada from Iran: 2026 Study Permit Guide

Home/Blog/Study in Canada from Iran: 2026 Study Permit Guide

Study permit files from Iran go to IRCC's Ankara office, which asks for language results, military-service papers and study details, while IELTS no longer runs in Iran. Here is what to prepare.

If you are applying from Iran to study in Canada, the core rules are the same as for everyone: an acceptance from a designated learning institution (DLI), enough money, and an officer who is satisfied you will leave Canada when your authorized stay ends. The difference is in the details, and the details are where most delays and refusals come from. Canada has no embassy and no biometrics centre in Iran, and study permit files from applicants living in Iran are handled by IRCC's visa office in Ankara. That office has its own document checklist, and part of it does not appear on IRCC's general pages, from language test results to military-service papers. At the same time, IELTS stopped running in Iran on January 31, 2026. This guide puts those differences side by side, with the official sources. Everything here was checked on November 5, 2026.

The basic requirements

IRCC lists the same core requirements for every study permit applicant:

The Student Direct Stream (SDS) ended on November 8, 2024, and Iran was never one of its countries. For Iranian applicants there is only the regular stream.

 • A letter of acceptance from a DLI, uploaded with your online application.
 • A provincial or territorial attestation letter (PAL/TAL) confirming there is a place for you under that province's share of the national cap. Since January 1, 2026, master's and doctoral students at public DLIs are exempt, along with several other groups such as K-12 students.
 • Proof of funds for first-year tuition, living costs and return travel (details below).
 • A police certificate and a medical exam, if your file requires them.
 • Satisfying the officer that you will leave Canada when your authorized stay ends.

What the Ankara office asks of applicants living in Iran

Every visa office can add its own checklist. The Ankara office's checklist for study permits (form IMM 5816, August 2026 edition) asks for the following on top of the general documents:

IRCC's general study permit page does not list a language test, but the Ankara checklist does. If you are applying from Iran, treat a language test as a required document. The same checklist warns that false statements or fraudulent documents lead to immediate refusal and a possible five-year ban from Canada.

 • Transcripts and graduation certificates from every post-secondary institution you attended.
 • Language test results: English (IELTS or TOEFL) or French (DELF or TEF), taken within the last two years.
 • A one-page personal statement explaining your goals and how this study plan fits your academic and career plans.
 • A copy of your shenasnameh with an official translation.
 • For men over 18: the military service completion card and form IMM 5546 (Details of Military Service, naming IRGC or Artesh in the organization column), or proof of exemption with the grounds and a copy of the legal basis.
 • For master's and PhD applicants: a detailed CV, your intended field, the title and description of your planned thesis, contact details for your intended supervisor in Canada and your previous supervisor in Iran, a list of publications, and details of who is funding your studies.
 • A police clearance certificate.

Language tests when IELTS no longer runs in Iran

IDP, which runs IELTS, has announced that it stopped IELTS testing in Iran, with the final test on January 31, 2026. Results from tests already taken remain valid. TOEFL availability inside Iran has also been uncertain since autumn 2026, so check ETS's own site before you book. In practice, most Iranian applicants now take the test in a nearby country. Türkiye does not require a visa from Iranian ordinary passport holders for stays of up to 90 days, according to the Turkish foreign ministry. Armenia and Georgia are also common choices, but check entry rules for any country, including the UAE, shortly before you travel, because they change. For help choosing between tests, see our comparison of IELTS, CELPIP and PTE. One planning point: if you have to travel for the test and for biometrics anyway, check whether you can do both in the same city on the same trip.

Proof of funds: how much and what proof

For applications made on or after September 1, 2026, IRCC asks a single student outside Quebec to show $23,448 for one year of living costs, or $29,192 for two people. That figure does not include tuition or travel; first-year tuition is on top. Quebec has its own rule: $24,617 for one person, plus a Quebec acceptance certificate (CAQ). The full tables are in our study permit proof of funds guide. For Iranian applicants the hard part is usually not the amount but the evidence. The regulations ask for financial resources that are sufficient and available, so you can pay your costs without working in Canada. Money held in Iran is not disqualified for immigration purposes, but its source, your ownership of it and your access to it need to be clearly documented. How that money later reaches Canada through the banking system is a separate question; Canada's sanctions on Iran are mainly aimed at listed persons and listed goods. Our article on proof of funds when your money is in Iran keeps those two questions apart.

Biometrics, medical exam and police certificate

Three practical steps usually take extra travel and time for applicants living in Iran:

If you live legally in another country such as Türkiye, the visa office and the documents may differ. See our guide to applying from Türkiye as an Iranian resident.

 • Biometrics: there is no Canadian visa application centre (VAC) in Iran, and IRCC says that in that case you can go to any other VAC. The nearest are in Ankara and Istanbul, Yerevan, Tbilisi, Baku, Erbil, Abu Dhabi and Dubai. The biometrics fee is $85.
 • Medical exam: Iran is listed in IRCC's official panel physician finder. Choose a doctor only from that tool, and if your file needs an exam, book it early.
 • Police certificate: inside Iran, in person at a Police+10 centre or online through the Sana system; outside Iran, at the nearest Iranian embassy.

Processing time: why to start early

According to IRCC's data (updated November 4, 2026), the processing time for study permits applied for from Iran is 31 weeks; from Türkiye it is 7 weeks. This is an estimate: IRCC calculates it from how long it took to process 80% of similar applications in the past, it includes the time to give biometrics, and it is updated every week. IRCC has also said that security screening can make some of these applications take longer. The practical conclusion is simple: plan earlier than usual and measure your program's start date against this timeline. Check the current figure on our processing times tool.

Common reasons for study permit refusals

No one can guarantee an outcome, but refusal reasons are usually predictable: If you have been refused before, find out the exact reason before you apply again. The officer's notes in your file (GCMS notes) usually say what the refusal letter does not.

 • The officer is not satisfied you will leave: the regulations require the officer to be satisfied that you will leave Canada by the end of your authorized stay, and the burden is on you. Hoping to become a permanent resident later does not rule you out on its own, but your study plan has to be genuine and make sense.
 • Insufficient or unclear funds: the amount falls short, or the source of the money and your access to it are not clear.
 • A study plan that does not fit: the new program and level do not match your previous studies or work, and the personal statement does not explain why.
 • Missing Ankara documents: for example no language results, incomplete military-service papers, or no thesis details for a master's or PhD.

After graduation: work permits and your spouse

Two rules changed in 2024 and 2025, and you should know them before you choose a program: For more detail, see our Canada study permit page and our article on the PGWP changes.

 • Post-graduation work permit (PGWP): the minimum language level is CLB 7 for bachelor's, master's and doctoral graduates, and CLB 5 for other university and college programs, in all four skills. The field-of-study requirement applies only to non-degree college programs; there is none for bachelor's, master's or doctoral degrees.
 • Spouse's open work permit: since January 21, 2025, only spouses of students in master's programs of at least 16 months, doctoral programs, certain professional degrees (such as medicine, dentistry, law, pharmacy, nursing, education and engineering) or specific listed programs qualify.

Next step

In a study permit file, how well the documents fit together matters as much as whether they are all there: a personal statement that matches your past studies, funds whose source is clear, and military papers that match form IMM 5546. Rules and processing times change, so check the latest official sources before you apply.
