First, Know the Difference: Golden Visa vs. Citizenship by Investment

These two terms get used interchangeably, but they are completely different products — and confusing them is the most common and expensive mistake applicants make.

  • Golden Visa (Residency by Investment) — You invest, and in return you receive the right to live in a country (residency). You do NOT get a passport. Most lead to permanent residency and, eventually, citizenship after years of residence. Examples: Greece, Portugal, Italy, UAE, Malta.
  • Citizenship by Investment (CBI) — You invest, and in return you receive citizenship and a passport, usually within 4–8 months and often without ever relocating. Examples: Grenada, St Kitts & Nevis, Antigua, Dominica, Türkiye.

🥇 1. Greece Golden Visa — Best Overall EU Residency

Greece is the most popular golden visa in Europe for good reason: it offers EU residency with no obligation to live there. Under the 2024 overhaul, the entry price is now tiered — €800,000 in prime zones (Athens, Thessaloniki, Mykonos, Santorini, and larger islands), €400,000 in most other regions, and a €250,000 route reserved for restoration/conversion projects. All require a single property of at least 120 m². You get Schengen travel, family coverage, five-year renewable residency with zero minimum stay, and a path to citizenship after seven years. For a buyer who wants a foothold in the EU plus a real asset, nothing else matches it.

🥈 2. Portugal Golden Visa — Best Path to an EU Passport

Portugal remains the gold standard for one specific goal: eventually holding one of the world's strongest passports. Since 2023, real estate is no longer eligible; the main route is a €500,000 investment into qualifying funds (held five years, with 60% in Portuguese ventures). The killer feature is the stay requirement — just seven days per year, the lowest in Europe. The catch, as of the May 2026 nationality reform, is a longer citizenship timeline: 10 years for most nationalities (7 for EU and Portuguese-speaking-country nationals). If your endgame is an EU passport and you can be patient, Portugal is still the smartest play.

🥉 3. UAE / Dubai Golden Visa — Best for Speed and Zero Tax

If your priorities are speed, lifestyle, and tax efficiency rather than an eventual passport, Dubai is unbeatable. A property investment of AED 2 million (around US$545,000) earns a 10-year renewable residency — and as of February 2026, the rules eased significantly: mortgaged properties now qualify, and you can combine multiple properties to reach the threshold. Processing can be done in about two weeks. There is no personal income tax, world-class infrastructure, and full family sponsorship. The trade-off: the UAE does not offer a path to citizenship, so this is residency, not a passport play.

4–7. The Caribbean — Best for a Fast Second Passport

For those who want an actual passport now — not in a decade — the Caribbean citizenship-by-investment programs are the world's most efficient. Since July 2024, all five share a US$200,000 minimum donation floor, and all deliver a passport in roughly 4–6 months, entirely remotely, with visa-free access to the Schengen Area, the UK, and much of Asia. They rank closely, and the best one depends on your situation:

  • Grenada (#4) — $235,000. The standout because Grenada has an E-2 investor treaty with the United States, letting citizens apply to live and do business in the US. It also offers strong visa-free access including China.
  • St Kitts & Nevis (#5) — $250,000. The oldest CBI program in the world (since 1984) and the most prestigious; its "Sustainable Island State Contribution" funds national resilience projects.
  • Antigua & Barbuda (#6) — $230,000 covers a family of four, making it the most cost-effective for families. Requires just 5 days of presence within 5 years.
  • Dominica (#7) — $200,000, the lowest-cost genuine citizenship in the world, with a passport that punches well above its price.

8. Italy Golden Visa — Best for Flexibility (No Money Locked Upfront)

Italy's Investor Visa has an underrated advantage: you are pre-approved before you transfer a cent. The government issues a Nulla Osta (clearance) within 45–60 days, and only then do you make your investment — €250,000 in an innovative Italian startup, €500,000 in an Italian company, €2 million in government bonds, or a €1 million philanthropic donation. There is no minimum stay to maintain the visa, you gain access to Italy and the Schengen Area, and citizenship is possible after 10 years. It is the most flexible entry into a major EU economy.

9. Türkiye — Best Recoverable-Investment Citizenship

Türkiye grants citizenship for a US$400,000 real estate purchase — and crucially, after holding the property for three years, you can sell it and recover your capital while keeping your citizenship. That makes it an investment, not just a fee. Processing runs around 3–6 months, there is no residency requirement, and Turkish citizens can apply for the US E-2 investor visa. It bridges Europe and Asia and is especially popular with families seeking a recoverable, asset-backed route.

10. Malta — Premium EU Residency (But the Passport Door Has Closed)

Malta still offers a respected EU permanent-residency program (the MPRP) starting from around €169,000 in rent plus government contributions and agency fees. It delivers permanent residency in an English-speaking EU country with Schengen access. Two important caveats keep it at #10: due diligence is now rigorous and slow (realistically 8–14 months), and — critically — Malta's citizenship-by-investment program was struck down by the EU Court of Justice in April 2025, so this is now strictly a residency option, with no fast-track to a Maltese passport.

⛔ Programs That Closed — Don't Get Caught Out

Beware of outdated advice and agents still marketing dead programs. As of 2026, these are no longer available:

  • Spain Golden Visa — abolished in April 2025. The real-estate residency route is gone entirely.
  • Malta Citizenship by Investment ("golden passport") — struck down by the EU Court of Justice in April 2025 as contrary to EU law. Malta's residency program survives; the citizenship one does not.
  • Ireland and the UK — both closed their investor visa routes earlier (2023 and before). The UK now has no general golden visa.

The U.S. Wildcard: The "Gold Card" and EB-5
